Abstract The competitive power of regional investment environment is measured by multi-indexes. Its spatial process has three-dimensional information structure including space (object), time and attribute. This paper selects thirty indexes to construct investment environment competitive power appraisal index system of prefecture-level cities in Fujian Province. The appraisal indexes, of which the data source is Fujian statistics yearbook, will contribute as main attribute values to the GIS environment polygon structure of prefecture-level cities in Fujian province. The authors gather the attribute values from 2000 to 2007 to establish tense spatial database, namely initial decision-making matrix of the three-dimensional appraisal. If pretreated index value is positive, then it will become the efficient index with other indexes. Through the method of time and object normalization of index standardization transformation, the authors draw out the definition of investment environment and make the different index "equal". After analyzing the change of index weight between different time and different sections, the authors find that choice weight changes greatly. Furthermore, the authors make a general appraisal on "the weighting synthesis competitive power". Through the SPSS cluster analysis, they divide each section into 5 types, then mix them up and then divided into 9 types. Finally, the serial number and the types will return to the new level city polygon attribute values of the GIS environment. Based on this, through the analysis of sequence snapshot model of three-dimensional appraisal, and approach of the Fujian province investment environment competitive power, the authors carry on analysis on investment environment competitive power of the granularity of prefecture-level cities from 1999 to 2006. Then, they find out the driving factors of investment environment competitive power and give the solutions on optimization of investment environment in Fujian province. Finally, the authors note that they ignor the factors of government policy which could have great influence on FDI because of the stableness of the policies and the limited data souces.
